I'm pretty sure that at least one console command controlling difficulty is "skill #" (with # ranging from 1-3). Skill 1 seems to be "Normal" and Skill 3 is probably "Expert" because the Witch incapacitates on one hit. BTW, You need to have "sv_cheats 1" on. Use the find command. The options are Easy, Normal, Expert, and Impossible.

for the record: 2-person co-op does not work well in survival. you can do it, sure, but you just won't have the DPS or teammate support required to get very far. the bots are too inept to be any real help in this mode. campaign though is comparatively quite doable with bots.
